Joseph is clever at psychology and offensive strategy, while Light is clever at being a mastermind and behind-the-scenes strategy. I think in a battle of wits, Light could win in a game of hide-and-seek or cat-and-mouse, but in a game like chess, tic-tac-toe, and other board games, Joseph has the upper hand.
I think Joseph is probably smarter. A lot of the time Joseph is given at most a couple minutes to come up with strategies and he's able to completely bewilder even those that know he's trying to trick them. By contrast Light Yagami had days to come up with his plans and he had the advantage of being anonymous and knowing information L just didn't have. Like information on the death note and the shinigami.
If you swapped their brains so Joseph is now in Light's body during his story and vice versa. Joseph probably wouldn't do as well as Light does in the stroy but he would manage but Light would probably have been killed by Straits. Just my opinion though.
