Who invented “Power Levels”?

Dunno if he invented them, but he surely is who made them popular and given Dragon Ball's impact I wouldn't be surprised if most people using power levels took the idea from Akira.

That would make sense, Akira’s manga shaped how most shonen or battle type stories worked going forward.
