of the characters in the Wiki, who are some of the most skilled at grappling? Submission holds, throws, joint locks, etc, etc.

Characters who use their grappling in conjunction with other abilities (Such as Nico Robin) also qualify.

Tokita Ohma can choke out people with their own limbs and Imai Cosmo who's an even better grappler than Ohma and is a prodigy in BJJ. Cosmo has some pretty broken submissions, although Tokuno'o Tokumichi might actually have him beat in that regard.

Notorious is from a verse where wrestling is considered an actual type of martial art, and he's a pro-wrestling world champion and son of a legendary wrestler as well. Travis is also from the same verse, who can do crazy grappling moves and can easily learn how to perform them by just watching VHS tapes.
