Why is Whsipy Woods weaker than fodder like Waddle Dee? Whispy Woods is actually able to survive a fight with Kirby for much longer, shouldn't he be at least High 8-C for being superior to fodder Waddle Dee's and other enemies?

Scaling him to midbosses like Mr Frosty or Bonkers would be fine, except I don't think any midbosses have profiles

Well, Whispy was possessed by Dark Matter in Dreamland 3, and received an upgraded version in Planet Robobot (Clanky Woods), but Planet Level Whispy feels weird...
