They both oneshot each other so it depends on who lands the hit first in which case Comic Whiplash wins because his whips are Tens of Meters in range while MCU Whiplash is only Several Meters.

MCU Whiplash could catch his whips with his own before overpowering him in a grappling contest since he has Superhuman LS while Comics Whiplash has Athletic Human LS.

I don't know but MCU Whiplash was able to wrestle with Iron Man briefly in his Mark 5 armor.

Mark 5 Iron Man is Class 5 and he straight up yanked Tony off his feet so he should scale. Not sure about Comic Whiplash though. There's a scan on his profile that looks like he pulled Iron Heart down from the air and she's either Class 1 or Class 5 depending on the suit.
