Kars and GER. For nonstand and Stand respectively if talking physical strength.
Highest AP overall is technically King Crimson, but only for 5 seconds as he briefly destroys and warps the universe and everything within his time skip, but it returns to normal afterwards. A sleeper pick is The Sun too, given it's several KM in diameter.

Ignoring Part 8, but even then, Ger should still be the strongest physically. Though I guess in raw quantifiable energy, it'd be weather or The Sun? Though both are more of a case of environmental destruction then actual offensive output.
