Where to draw the line for speed in VS matches.

If someone is FTL - MFTL+ but put against someone else who's a higher tier than them. lets say a 7-A (MFTL) against a 5-A (Below FTL) does it mean they get speed blitzed despite their durability, attack potency and over all higher stats? It's seem like some VS threads are "That person gets speedblitzed".

If they have higher durability would speed matter in that case or is it speed always being the winner?
 
Speed is usually the most important stat, because of the fact that a that much slower character will not be able to hit a much faster one with any attacks. While, at the same time, the faster character has the advantage of being able to attack first, which is also a huge advantage in using and fighting against hax.

That said if a character has a higher durability than the opponents attack potency, and no hax are involved, a character can not be hurt by the attacks of the opponent either.

In such cases it would go down to things like stamina.
