Where does this Mihawk statement come from?

I'm guessing it has something to do with Shanks losing his arm. Because in the past, Mihawk and Shanks used to duel all the time. After Shanks lost his arm, he said, "I don't want a duel against a one-armed person."

Tho the translation talks about skill, so it's probably a mistranslation. There's a sandbox for mihawk with better and more accurate translations and stuff but not yet been implemented to his profile
