What's the difference between Information Manipulation and Data Manipulation?

Sorry for the silly question. Reading the descriptions they seem pretty similar with the big difference being the medium they work on, with Data being more about digital stuff and computers. But aside that are there notable differences?

Data Manipulation is subpower of Information Manioulation, as data is just digital info.
