When Papyrus died, everyone in Snowdin Town, in one way or another, felt his death occur and became sad because of it. So what would that mean in terms of Powers and Abilities? Fear Manipulation or Mind Manipulation?

If his death actually Force/Made them sad then I think is Empathic Manipulation

Unless he was trying to warn the other villagers to stay as far away from Frisk as possible. Which unironically makes me sad too.

Well I don't know the Verse so I can't really say much, sorry.
All I can say is that...
1. His death gives off this side effect
2. He died and as a soul he manipulated everyone with Empathy Manipulation and made them to feel sad.
