What Tier would this give?

A character is the earth element itself (not abstract) and is able to control, and physically manifest from, any solid ground. Not only on planet Earth, but also on any rocky planet, solid ground, or earth-related material in the universe.

I've been wondering this, but my guess would be Tier 6 with Universal range.

If it can control all the planets in a universe, you would need somebody to calculate an estimation of their sum total gravitational binding energy.

I don't think the character could do that, since "all planets in the universe" would also include ice giants and gas giants. Here's Word of God statements to give an idea:

I reckon that being all of the earth itself, even in a single planet, would be at least Tier 6 though, as it's different from being plants and water molecules.

That's not really a tier, moreso like some weird sort of omnipresence.
