What tier would this be

If a character hit a spherical steel bomb with a volume of around 14000000cm3, back into space, at 13x the speed of light, the bomb is assumed non nuclear, and can destroy a small city, the speed of this ball is traveling at 33,000 m/s. What tier is this?

You can't really calc the kinetic energy since the character is moving faster than light. You can either go about calculating the mass and kinetic energy from the steel bomb, or just place them at Small City level because of the attack potency of the bomb.

i heard somewhere( i think it was a opm thread) that just because someone hits something and it moves at a certain speed, does NOT mean that the character was actually moving at said speed, what I asked was the force required to stop the bomb dead in it’s tracks.

This makes no sense. Is the ball 13 times the speed of light or just hypersonic? If it's the former then it's virtually unquantifiable. If it's the latter then it's 7-C.

then its unquantifiable i guess, you could just lowball and use hypersonic then. So 7-C it is, that kinda lines up with what happened.

the ball was traveling towards the character at 33,000 m/s, but the character hit the ball back into the sky, and was stated to be hit back into the sky at “warp speed 2” which the wiki chalks up as MFTL

Whatever threw the ball was 7-C. And being able to deflect the ball probably means he scales.
