In one work it is confirmed that R>F is true and can be used.

In the world in which the work takes place is the original and this in the real world was a success which allowed the author to have a good life.
But the work has parallel universes, in one of those universes it is implied that in that world the work was not a success and the author had to work in fast food.

Since each world seems to contain a different real world, does that affect the tier at all?
 
The main reality is the work where it is popular.
I believe they meant in relation to the fictional world. As in, is the fictional world the baseline reality, or is it the real world? If the former, 1-A is still possible, and the parallel really wouldn't change the writing besides being a bit above baseline. If the latter, well, the fictional world would be 11-C, and the verse peaks at tier 3, potentially 2 depending on how the timelines are done or destroyed.
