What tier is this?

A character physically uses telekinesis to cause a 8.5 magnitude earthquake that originated 300km below Tokyo. Regularly you would just find the magnitude and use that for energy, but since this character had to actually induce the earthquake themselves, what would it be?
 
An 8.5 Magnitude earthquake is already 7-B+ (84.8 Megatons) alone, but this is the first time a distance that big is added to the equation that I've seen. Though given the Richter scale is used to measure earthquakes up to 600 km away with seismographs, unless someone else is willing to step in, I have some doubts it'd be that much different here.

This was most likely a feat in which the character physically moved the tectonic plates themselves, meaning total seismic energy can be used.

When Richter scale is used does the distance matter at all? Like if it was still measured as a 8.5 at a distance would it be stronger then if it was only measured as a 8.5 at the epicenter?
