what tier is being able to destroy a tank

Depends on the kind of destruction + amount of attacks + kind of attack, I guess. And the tank.
Even 9-A should be enough in the right conditions. With no other information, probably 8-C? Maybe High 8-C if it's like a Dragon Ball style fire an energy blast and the tank blows up into pieces or something.

In fact, in my time researching calculations, I've seen destruction values for a war tank reach 8-B, maybe 8-A, depending on the method of destruction.

Looking here on the reference page for common feats, the value to melt a war tank is 8-B and if you check the destruction values table on the Calculations page, you will see that to destroy a single cubic cm of iron at the subatomic level, an AP value of at least Low 7-C would be required, so destroying a tank at the subatomic level would require an AP of tier 7.
