What tier does this put you in?

Let me do some math here:

Volume of Earth (Using this planet as an assumption): 1 trillion kilometers^3

Into Cubic Centemeters: 1e+12 * 1e+15 = 1e+27

Vaporization value: 25700 J/cc

1e+27 * 25700 = 2.57e+31 J. Only Small Planet level. So, if your character actually destroyed the planet (As in the planet did not put itself back together with its gravity), use GBE of Earth, which is just Planet level. You would have to have sub atomically destroyed the planet to get a value higher than the GBE.

For the neutron star, I'm almost certain that you would use GBE and not J/cc.

GBE of a neutron star is (according to the Comprehensive Energy Scale page) 7.6 Kilofoe (Solar System level)
 
That would mean that either the J/cc you use is high enough to overcome the GBE, or that the GBE wasn't overcome and the planet reforms itself.
