Without further context of the verse, hard to say what dimensionality the character is. They could be 4d, 5d, infinite d, who knows. But without context... Nothing ig.

Additionally, it's just as hard to set a tier from the limited info. Same with speed. (I don't think we do void = infinite/immeasurable anymore?)

Too vague, at best, the character just lives in a void that is older than the universe, but no proofs of it being 4-D or higher, so, I would say that his dimensionality is Unknown (prolly 3-D), no tier, as existing before the universe is not an AP feat, and also no speed feats
