Basically, said character from the past is the same as he is in the present, at the same time."

I am assuming it is some type of Acausality, but not sure.

It's not even Acausality, just how time works in the verse. Either

• The character could have had his understanding of technology from other people inventing it. And then he retcon that without affecting himself.
• Or maybe it's just one of those verses where time travel was always present and how things were meant to be.
