So this one character gets hit by some energy attacks, and is damaged. Then he does a movement compared to “flexing your muscles” and the damage just, pops out.

Can you elaborate further on what you mean by "damage popped out?" As in he suddenly stopped feeling pain and it was all gone?

Depends on the greater context. From the description, it can also be some form of pain manipulation. Or statistics amplication/empowerment. Who knows

The manga was never really a toonforce type. It tended to be mostly serious. My guess is some kind of damage manipulation type thing, but don’t believe that exists

Seems like some form of body control or elasticity to me. He flexxed his muscles and removed all the bullets.

He wasn’t hit by bullets, that was just an analogy. He was hit by energy attacks, although body control kinda makes sense
