What makes atomization durability negating?

According to this page it appears that you can atomize a target through distributing x amount of joules. If that's the case Goku would be able to negate dura through atomization (as he has enough ap to atomize a human)
 
One should differentiate between atomization through brute force and atomization through a special technique.

What usually gives something durability is the strengt of the bonds between molecules, basically.

With enough power you can overcome them as well as the bonding of atoms and the bonds of the nuclear core or even those of protons and neutrons.

Atomization techniques usually don't just use brute force to do so, but attack the bonding forces directly, by manipulating electromagnetism, knocking away single electrons or even manipulating the strong force for example.

Furthermore let me mention that by the laws of fiction many very strong attacks don't even atomize stuff, in other words while high level characters have in theory the power to do so they might in practice not be capable of it.
