They're kinda interchangable. Though PIS is more like an outlier that happens for the purpose of advancing a plot.
Let's say Bob's 7-A. Yet his author decides to give him a 5-B feat cause he thinks it's cool. That feat doesn't do anything to influence the plot. So it's just an outlier but not PIS.
Now let's say Bob's 7-A. The main antagonist of the series is 5-B. Since Bob is a good guy and he needs to win, he defeats the 5-B and they live happily ever after. That's be PIS, since Bob becomes 5-B when he shouldn't so a plot can get going. However it can also be an outlier since it's a showing way out of the ordinary for Bob.
Of course due to these definitions, things can be both PIS and an outlier.
Plot-Induced Stupidity can also not be related to Bob simply defeating a villain that is far stronger than he is without any training or power-up to indicated that he's stronger.
It could also be Bob simply getting hit with the Idiot Ball and forgetting that he has extremely useful powers that could assist him, and just resorting to being a brawler, because the author either forgot those powers exist or he can't have Bob use them or else the storyline would be over in 3 seconds.
Most Thor, Superman, Flash, Iron Man and Green Lantern storylines would be over in 5 minutes if they made full access of the power-set that they demonstrate over the years.
