high 2-A ***** up infinite universes
low 1-C ***** up things that are beyond those infinite universes by atleast a singular infinitie margin

High 2-A doesn't even exists anymore as High 2-A used to be 5D level which is now Low complex multiverse so if you mean multiverse+ and Low complex multiverse the difference is that multiverse+ can create or destory infinite number or universes space and time continum and even bigger infinite universes space and time continum as long as its not 5D
Low complex multiverse is creating or destorying 5D to 6D
