I think I read some time ago that a phone app for the VSB was in development. Is the project still ongoing?

I don't know. I have not heard any updates regarding this from Wikia's staff. I would appreciate if somebody else from the staff could ask them about it, as I pester them enough already with any bugs and glitches in the wiki.

Wikia's staff has given the following reply:
"Hi Antvasima,
We do not expect to release a VS Battles app in 2016. I don't have any other specific information at this time.
I think we all believe that an app could be very interesting for users and very successful. But we want to make sure that: -Discussions has the right features in place to support the battles -We have worked with you on a plan and you're comfortable with the processes in place on your end
The app will likely bring more users/participants and we don't want to add to your already-considerable workload! So I think it's best we take it slow.
Thank you for your continued interest, commitment and dedication."

Speaking of which, no one here seems to actually have touched the -Discussions for VSbattles apparently. Perhaps we should focus more on how that actually works instead?
