What do you consider fodder tier

Depends on the context of the series, really.

The Shredder is only Room level, but he is by far one of the strongest characters in the entire series (sans aliens and cosmic entities) and he utterly fodderizes anyone short of Splinter. He has a commanding presence despite his low tier that makes him far from "fodder".
 
Yamcha. No matter what tier he is, he'd always find a way to die. Even when fighting a toddler.
 
Fodder is a relative term.

-Yuyu Hakusho: Class A demons (At least 7-B) are fodder for a Class S. (At least low 6-B)

-Dragon Ball Z : Saibamen (At least 6-B) are fodder for Vegeta.(5-B or Low 5-B)

-Dragon Ball Z Cell Jrs (4-C) are fodder for a SSJ2 (4-B)

-Marvel Cinematic Universe: Frost Giants (8-A) are fodder for Thor.

-DCEU: Parademons (9-B or 9-A) are Fodder for Superman.


Note; I know that the Saibaman are considered 5-B, but the moon looks like a toon in the universe of Dragon Ball.
 
Are we talking across all fiction?

Because if so, I considered 5-B to be the highest fodder tier.
