Its not known if this an ability of Mandrakk's, I don't think we know how he did that. Its an ability of the Monitors to bring things into existence based on stories, so subjective reality and possibly plot manipulation

If it’s an ability of the Monitors then shouldn’t Mandrakk have it too since he’s a monitor?
