Would it just be Power Bestowal? "Power Bestowal (not to be confused with Statistics Amplification) is the ability to grant other beings or objects new abilities or even new forms, although generally not superior to that of the granter's."
These lines confuse me because 1. He doesn't grant new abilities or forms and 2. This character can amplify people FAR beyond his own power, his whole schtick is to do that since he himself is weak.
