Then the battle itself seems a bit out of character for Todoroki anyway, as he would be much more comfortable using Half-Cold than Half-Hot. With the restriction of only using Half-Hot, I have to say that Ruby has this, however if he were allowed to use Half-Cold, Todoroki would win with medium difficulty.

So it is Todoroki without his most Iconic power, and the only one he used for the first season? If that is seriously it i feel like there is no point to this thread.
