Isn't this for the pushing the helicarrier's propeller blades which doesn't scale to their Regular Attacks, Striking Strength, and Durability because it's done through Overtime?

I don't think so because if he were scaling to a pushing feat he'd receive the "+" sign for that Key.

To me it sounds like he should be far superior to the overtime feat.

Orange is calculations (sorta) and purple is for being a mod on Joke Battles or being a bureaucrat. All of them are unlikely to happen.
