Wanted to get some quantification on a few FC feats

For starters, one character is said to have perfect and unlimited (Excepting by the confines of the mortal world, meaning that she cannot create any form of Nuclear Fusion greater than what could theoretically exist in the real world.) control of Nuclear Fusion. So what Tier would that put her at? Obviously Large Star at least, but I'm wondering if she even exceeds that?
