This is a stomp in Popeye's favor. His Regenerationn, ability to endlessly summon spinach, and toonforce make it impossible for Waluigi to kill him, and incredibly hard for Waluigi to exhaust his stamina. Waluigi only has two options: knock Popeye out or transmute him. Popeye has much more battle experience since he's been around considerably longer and Waluigi is mostly a party or sport character. Popeye also has transmutation of his own, along with more versatility. It's technically not impossible for Waluigi to pull off a win here, but it would be extremely hard or at least require an extraordinary amount of luck.

If you can shapeshift into a different person but someone turns you into an apple, you aren't coming back.
If you can shapesift into an inanimate object you can probably shapeshift back into a human after becoming an apple.
So yes after all, Popeye can counter Transmutation.

In that case, it is almost impossible for Waluigi to win. His only possible winning strategy would be to endure Popeye's first round of spinach and than knock him out before he can summon another can.
