Can someone become Wall level+ for casually blocking an attack from someone who's high into Wall level?

I think you can upscale to the + of tiers but you need to be close and have enough evidence of a sufficient gap and stuff

Depends on how high into Wall level they are.

If they're like, just mere decimals away from the + threshold, and the block was uber casual, then maybe, yeah.

We generally start upscaling when the difference is 1.25x or less, but it depends heavily on a case-by-case basis.

A difference of 1.1x or less is usually enough to justify it, and 1.05x or less will almost certainly automatically grant you the chance of upscaling, but again, heavily dependant on a case-by-case basis.

Mostly because of the level of superiority they maintain over said character with a +, and we don't do this on a whim.

The character's AP value needs to be very, very close to the next tier's baseline value for this to be pulled off, followed by a healthy dose of evidence. Or else the entire thing falls apart.

You can also upscale a character to a + from a non + character if the non + character is close to the + threshold but I believe that receives more scrutiny.

No, 1.8x is too large of a gap. You need to be at most 1.2x to 1.3x or something.
