Vriska, easy. The karmic purple thingie sans has might be able to get around god-tier immortality, but she could just put him to sleep and then flick him. Also, she could just steal his luck so that he couldn't dodge her attacks anymore.
With that i'm assuming speed is equalized, which in that case would mean inconclusive or Vriska winning, since it would depend on the one who hits first, if Sans hits a bone attack on Vriska, it's insta-kil, now if Vriska puts Sans to sleep or something, then Vriska wins.
Also, there's the fact that while Sans has to hit his target physically with his bones, while Vriska can just put Sans to sleep or steal his luck at a higher range, without need of physical contact.
We mustn't forget that Vriska's mind control works on other species differently. She's able to completely control trolls' minds, but with human minds she's *limited* to putting them to sleep. It's due to how the brains function differently. This was mentioned in one of the earlier acts, I think between Act 2 and Act 4. Who knows, Vriska may be able to be a Sans puppeteer or do absolutely nothing.
This doesn't excuse Sans, however. Speed may be unknown, but Sans was only able to dodge about 20~25 weapon swings from a child. He became completely tired afterwards, leaving alone the break mid-fight. (in Undertale).
In conclusion, due to the amount of flaws both have and their *other* feats, Vriska secures the victory.
