VHD: Noble Greylancer small downgrade

Just a quick thing I want to talk about

Currently, Greylancer's AP is:

Attack Potency: At least Building level+ (Superior to Mayerling who can contend with Volume 3 D.) | At least Building level+, possibly Universe level to High Universe level (Should be no weaker than he was thousands of years ago, was able to contend with D physically, however D was heavily weakened due to sunlight syndrome). At least Galaxy level with his Lance (Greylancer's Lance draws power from the entire Milky Way, and was stated to have power equal to "The Thing", which could easily destroy the Milky Way Galaxy.)

His second key has the possibly Tier 3 scaling to a very weakened D, and I don't think it should really be the case there, not only is a huge gap between possibilities with no other feats, but Greylancer's....lance. This weapon is clearly only at 3-C (Directly stated to be able to destroy the Galaxy and comparable to a character with the same feats) and is by far his best/most powerful attack, meaning his physicals should be weaker than that. The Sunlight Syndrome downgrades D a lot, and we can't really tell how strong he was during their battle

So my proposal is:
