Yes he is, but the form of Vergil used (Nelo Angelo, the High 6-A one) is still immensely stronger. Jin at his strongest is at least Country level, Nelo Angelo is at least Multi-Continent level.

Hax resistance wouldn't matter if Vergil vastly overpowers him. Though I'd argue that absolute zero and better range could let Jin win, but I don't know if the several kilometer range is for his absolute zero ability or something else.
