Well Goku was considerably stronger than Vegeta in the Black saga and Goku was also doing training too, and he also probably got a zenkai for almost dying to Hit. There's no way to prove Vegeta became equal to SSB Goku with that training and there is proof that Frieza is equal to SSB Goku

Oh if they were training with eachother evenly then I guess they're equal, but he does scale to heavily suppressed Fused Zamasu (if its not PIS), and Vegeta does not as Him and Trunks combined weren't able to do as much damage to him.
