How can you actually put Starjun country level?

Tengu Buranchi should probably also be upgraded to at least 6-A, given that he helped to take down the same monster.

Starjun and Toriko were talking about Starjun defeating him previously, and Starjun replied that Toriko would likely beat him currently.
