If we assume he scales to Joa's level of regeneration with the ability, yes.

He doesn't even need the regeneration since Food Luck's passive Supernatural Luck would cause the radiation to not affect him, similarly to how those point blank attacks that covered Midora's entire body didn't affect him, but rather completely missed him.
