In a previous thread, due to inconsistencies in source material, I asserted that Freeze was a high-speed ability rather than time stop. I'm revising that assessment.
In episode 41 of Kamen Rider Kabuto, Cassis Worm, while battling Hyper Kabuto, reacted to and countered Hyper Clock Up with his Freeze ability
Hyper Clock Up is an ability that transcends time itself, allowing the user to move through all of spacetime (past, present, and future). Even in its debut episode, Hyper Clock Up demonstrated its ability to travel backwards through time by saving Gattack/Kagami Arata from destruction by a Worm, changing a future that had already occurred. Kabuto's profile on VSBW also acknowledges Hyper Clock Up as having immeasurable speed.
=> Cassis Worm can react to immeasurable speed and uses time stop to achieve that speed. Therefore, he can arguably be considered to have immeasurable reaction speed and possess layered time stop .
