"Universal knowledge" = Extraordinary Genius Intelligence?

Not necessarily "Universal knowledge", but something like "Knowledge on all the forces of the Universe"

In some of our profiles (Example: Naruto´s profile), this is accepted as Extraordinary Genius Intelligence, why? Is there any reason besides it being "a type of information that even characters with Genius Intelligence can´t comprehend"?
