Dino Ranger Black has said that King Boo could be Universal, which I have large doubt against. I do not want to start an edit war on it, so I'm posting this thread to hear your thoughts on this.

Universal King Boo?

The thing is, this feat scales to literally no one (Not even King Boo's durability), and the feat itself seems legit, but again, doesn't scale to anyone at all.

Is this the feat in Dark Moon in which he makes another universe that he fights Luigi in?

Apparently the "Paranormality" from the portals would have caused the universe to collapse if Luigi didn't close it (Paraphrasing here).

Okay. That seems like a pretty legit (albeit specific) feat, but I don't think it scales to anyone, and I don't know if that means King Boo could directly throw out universe level attacks.

Yeah, as I said earlier, the feat scales to no one at all, not even King Boo's durability, and it's not like KB could throw out that power in normal combat (Not to mention the feat was labeled as "possibly"). IIRC the statement was made by a guy who knows a lot about stuff like that (Haven't played Luigi's Mansion, so I don't know).

Well, I doubt E. Gadd would BS that, so it's likely true, but I don't believe that counts as an actual direct attack. Like you said, I also doubt it scales to King Boo's durability, as he could easily have planned to escape into one of his pocket realms to survive it.
