well yeah sure, but without UES you can't scale those air/fire manip with other AP/Dura or all other statistics

how? It must be impossible to do that with physics in the normal world, right? Things like chakra chi make it possible to do this

well yes, but Non-physical Energy System and Limited Energy System exist in certain fiction. So it's possible to manipulate some metaphysical things without UES/chakra/chi
