Undyne is At least 7-C for being vastly superior to Tsunderplane, whom had a Low 7-C feat.

Undyne also overthrew Toriel in a neutral ending, and Toriel is comparable to Asgore.

Yes, she does do that, but the difference between Frisk and Gunvolt is that Frisk had the ability to retry over and over again to get Undyne's attacks down to a pattern and was able to withstand soul attacks, Gunvolt doesn't have that.

As someone stated before, ATK stats don't scale like that. Chara's ATK was 99 by the end of the game, and we all know what they did.

It also doesn't even make much sense to scale it that way:

Asgore would then not even be twice as strong as Undyne, but she could not knock him down once, and when she eventually did, he wasn't even trying and clearly wanted to be beaten. He was clearly above her by an extraordinary amount, and the gap between the two wasn't even as large as Tsunderplane to Undyne (50 vs. 80)

If we scaled stats that way, it would put Asgore closer to a universe-buster. That sounds ridiculous.

Low 7-C*

We can scale them much higher than Tsunderplane based on the fact that no other monster in Undertale is capable of reaching Undyne's level of strength, they are all much inferior to her, as she is to Asgore. It's basic scaling.

If Tsunderplane were to attempt to fight Undyne, it's more than likely that Undyne would treat them as mere fodder, given how even the gap between her and Asgore is enough to make him too strong for her to actually beat even when he wants to lose.
