Frisk scales to subsonic+, no idea how they got into supersonic, even with sans big ass justification he should only scale far above frisk, that's how we treat scaling unless there is a set number of gap.
If speed is handle like tier, you need to be 15% away from the next speed level to be able to jump to it via considerable speed scaling chain

I think the scaling is:
Undyne faster than any Underground monster --> Faster than Greater Dog's barks --> Sans upscales to Supersonic+
Which... yeah, is quite bullshit. Not to mention that dodging the bark wielded Subsonic+ results.
