Undertale - Peak DETERMINATION?

Hey, I just had a bit of a question, and I was wondering if any experts/knowledgeable members of the Undertale verse could help me out here.

So, one of my friends said that the concept of 'peak DETERMINATION' shouldn't exist, because something of the sort was never mentioned in the game proper. If anyone has the answers, could you please share where exactly in the game the concept is stated, or just where it comes from in general? I'm certain it comes from somewhere, but even as someone who has played through the game several times myself I don't recall it being mentioned.
