Undertale Monsters Downgrade + Additional abilities for many characters

I made the ≈ on purpose to make it more readable under conventional numbers.
Also, I think monsters whose stats are 2-17 should be High 8-C+ and not "At most High 8-C+"
When the Flowey calc was 8-B (17.78 Tons of TNT) it was only 1.616 times bigger than Baseline 8-B,
but now the feat is 7.28 Tons of TNT, which is 3.64 times bigger than the Baseline High 8-C, so I think these monsters should be only High 8-C

0-1: Small Building Level (sad)
2 and beyond: High 8-C+
Full power of Human Soul: 7-C

"At most" is always used to determine a significant downscale, just like "At least" is used for upscales.

By this logic we'd have to remove "At least" by Asgore, Toriel and Undying because they're not reaching the next tier.

At most should remain because it's how the Wiki works.
