If a being is affected by time, is it still an outversal being? I always thought that you have to be completely above time and you can't be affected by it at all. Or am I wrong?

Ren's law specifically works on places without time and above the concepts of reality, so I'm sure it doesn't mean Merc isn't 1-A.

Yes, Ren's Time Stop is beyond the concept of Time. It is moreso the Law of Stopping, able to stop all things, even concepts, and those beyond such concepts.
