no they dont have a solid tier, it can vary wildly depending on determination. its like how Mario is 4C to 4A and people choose where he is on that spectrum.

That's not the same. You're choosing what tier Frisk is going to be even though it's not stated on his page, while Mario has both tiers on his page.

Frisk has no 2-C feat, they're either 7-C or 2-B, you can't randomly put them in a tier they never had. Heck, not even inconsistent character like Mario work like that, if you put Mario in a fight against a 4-B, it will be considered a stomp, since he has no 4-B key.

Everyone here is correct. Frisk has no 2-C tier, and you can't simply choose what AP they have "based on their determination"

So this is a stomp in his favour considering he is at absolute minimum 500 times stronger than her and can easily determination through everything she throws at him
