Madness manip being part of mind hax isn't exactly true, it's a subset that effects people differently, just because you resist one aspect of mind hax doesn't mean you resist all.
Those peoples only have barriere against it that act like resistance[Limited Forcefield Creation (Ten acts as a barrier against malicious nen attacks which are intangible)], and it is not layered, only enhanced.
Baam has the immobilization that requires a hand gesture to activate, Nefer's got perception enhancements that allow her to perceive people in slowed motion and can increase her speed and power and reactions with her puppet and attack in less than 0.1s after activating.

Baam Immobilization doesn't require hand gestures at all to activate, he only needs to say stop or to think about it, Baam has also slow motion perception (Baam can also see and feel aura btw, he will see the puppet ) he can also boost his stats with shinsu boost(he also has the AP advantage) or the Thorn.
