All Might overpowered his attack reflection with brute strength alone, and Tsunade's stronger than both of them
not to mention Prime AFO doesn't even have attack reflection in the first place

Tsunade can bypass any of AFO's attempts to defend himself with internal chakra scalpel strikes, she can dodge everything with analytical prediction, anything she doesn't dodge she just regenerates from
heck even just touching her chakra would cause AFO's cells to over multiply and essentially cancer AFO to death
drugs, poisons, knockout gasses, and other equipment are also on the table
