The False Dark Genie traveled from one place to another destroying every village and town. After destroying one he placed monters and seals in each dungeon without setting foot in the dungeon and leaves.

It's stated that "In a flash", meaning quickly. The False Dark Genie destroy half the world in one night. He didn't spend any time created monsters or placing seals, just going from place to place blowing up everything.

No I mean like is the sealing on thought or whatever because apparently fee consistently opens with thought based timestop which is why I didn't bother trying the MTG low 6-Bs.

It doesn't say so no. However I just got finished with the TDG boss battle and he's about to get Resistance to Time Stop (Throbbling Charry's which can freeze an people in time have no effect on him), Statistics Reduction (Gooye Peach's which cut a person's speed in half have no effect on him), Poison Manipulation (Poison Apples have no effect on him), Resistance Negation (Goro's Magical Hammer which makes element attacks effective still couldn't make element attacks work on him)

MTG planeswalkers are low 6-B, though iirc the strongest ones are 6-B or 4-A. Strongest low 6-B is probably Liliana Vess.
